GS Gringo Appointed NEC Representative for Overseas
May 11, 2012, Pasay City, Metro Manila - The first NEC Representative for Overseas was appointed by the Sen. Gregorio “GS GRINGO” B. Honasan comes from PGBI – Red Sea Chapter, Engr Melliardine “FRMG MEL” G. GAMET, who was named the Interim National Executive Council Representative for Overseas.
In a Resolution 03-2012 last May 04, GS GRINGO announced and appointed FRMG MEL as NEC Representative and he requested him to join immediately the National Executive Council meeting last May 04, 2012 held at Pecson Session Hall at the Philippine Senate. FRMG Mel was appointed by the virtue and authority given by the NEC to the PGBI National President and immediately called the latter to occupy the representative seat immediately upon the creation.
Fdr MEL told before the NEC members in response to his quick appointment, that he will try his best to resolve many issues pertaining to the overseas chapters’ problems which divides the brotherhood. He said he sees his appointment as a titular one as he will continue functioning as Regional President of the PGBI – Red Sea Chapter until August 31, 2012, and to train Noelson “RMG LUVS” C. Pabustan his long-time Vice-President to be in day-to-day affairs. “With the objective of promoting national interest, including promoting and protecting the welfare of our overseas Filipino workers (OFWs), and with the help of DFA’s geographic offices, we will pursue the policy directions set by PGBI National President GS Gringo,” the NEC Representative said.
Since his appointment to the NEC two (2) weeks ago, he tried to plan out his view and prospect, has never had an auxiliary. In an interview with PGBI members, Fdr MEL said he asked the National Secretariat to provide the entire relative contact person with their respective contact points and allow handling the information dissemination. The NEC Representative covers all countries having existing PGBI chapters such as Saudi Arabia, United Arab Emirates, Kuwait, Qatar, Israel and Bahrain in Middle East, while Italy, Belgium, United Kingdom (England), Spain, Greece composed Europe and at the Far East are Hong Kong, China, Singapore, Japan, South Korea and Taiwan, also for Africa, Libya, Sudan and Egypt.
FRMG MEL, a licensed Professional Electrical Engineer, entered the Guardians (GCFI) Organization in 1989 and became the first local President of Bayang Bay-bay Chapter in Currimao, Ilocos Norte. Two (2) years later, he went to back to Manila to continue his masters’ degree in Engineering at the FEATI University but discontinued six months later. He later flew to Saudi Arabia and worked with Saudi Aramco Oil Company as Design Engineer until he moved to Jeddah Refinery in 1999 where he founded the first PGBI chapters in the Kingdom. He was confirmed one of the earliest Ranking Magic Group (RMG) of PGBI in 2000 and was recognized Founder Ranking Magic Group (FRMG) several years after. FRMG MEL has seven (7) local chapters under his wings and has founded the first Kuwait chapters in 2007.
He held various positions in the Institute of Integrated Electrical Engineers (IIEE) organization, including as the chapter president and technical lecturer and became the organizer and president of PGBI – Red Sea chapter. He led his chapter being one of the best chapter producing quality PGBI members and continuous commitment.
Prior to his appointment as NEC Representatives for Overseas, FRMG MEL authored the resolution among three (3) overseas chapters of Hong Kong, Italy and Saudi Arabia of creating an Overseas Office at the National Level particularly the National Vice-President for Overseas and a distinct National Secretariat for Overseas to oversee the fast-growing population of Guardians’ brothers.
May 4, 2012, PECSON Session Hall, Philippine Senate, GSIS Building
I arrived at the Senate Compound at around 10AM, the first group I did see gathered at the parking lot were the delegation from the Visayas, I immediately recognized RMG Hawk Domingo, RMG Myro Magallanes, SGF Wilduck Gorres, SGF Buddy Estudillo and Judge FRMG Comet Abudiente who after taking a look at my dog tag, kiddingly asked me “ totoo bang parang bamboo ang organ nyo bro” referring to the name of my chapter-Bamboo Organ. There are unfamiliar faces with the group and we exchange handshakes as well. Just outside the NHQ were SGF Predator Abran and FRMG Butchoy, RMG Gemini Co our National Treasurer and RMG Ramil Abueg of Palawan. Inside the NHQ is our Secretary General Fdr. George, RMG Joshua Vargas the brother I missed for quite sometime, FRMG Arab Bilagot, RMG 3rd, Bro Rojo and other Senate Chapter members, we exchange handshakes then I went back outside for some warm air.
I met FRMG Mel Gamet who I did not recognize immediately until after he addressed me by my pseudonym, this was actually the first time we met in person though we have been in contact since 2006, he is accompanied by delegates from our Middle East Chapter (FRMG Dranreb, RMG Ramo, RMG Rocky, MG Maha and his wife RMG Alissa, also I saw the group from the host region IV approaching FRMG Tomcat, FGAF Roy Ali, FRMG Leaf leaping with his crutches and RMG Toto Templanza in a cowboy style Buntal Hat. The summer sun is getting warmer at the parking lot so RMG 3rd enjoined everyone to proceed at the Pescon Room of the Senate where we can be more comfortable considering the NEC Meeting is still scheduled to start at 1:30 PM so most everyone proceeded to the 2nd Floor where the Pecson Room is.
At the Pescon Room preparations were being made by the secretariat for the NEC Meeting Bro 3rd is setting up the projector. Quite a number of observers are already in the room, I chanced upon Founder Smith of Aklan, FRMG Stago came in, direct from his travel from CARAGA, Bros from Makati SGF Dodie Bacani, Fdr Jaguar and RMG Oca also came in. There were exchanges of pleasantries and picture taking FRMG Butchoy called on everyone in the room and announced that she will be distributing T Shirts with prints “Bro ko si Gringo Senador ng Pilipino” at the front and : 1BRO-PGBI at the back, that is in exchange for a hug which of course everyone gamely obliged. A packed meal of Chicken Mang Inasal was distributed. I have to dispose of the plastic spoon and fork and decided eating with bare hands will be more convenient. After consuming my share of the meal I tried to look for an electric outlet to charge my Mac book for I have intended to make a live update of the proceedings thru Face book (realizing we don’t have many twitter users in PGBI) unfortunately outlets are located outside the room.
I don’t know exactly what time the Grand Supremo came to the room though we are aware that he had earlier arrived but went straight to his Senate office to attend to some paperworks, but I am quite certain it was past 1:00 PM. As expected handshakes, howdys and flashes of cams ensued before everyone settles and prepare to start the National Executive Council meeting.
FRMG Butchoy lead the opening prayers in a combined Muslim Christian rendition. As we were singing the National Anthem I noticed the newly made PGBI NHQ banner which look good on the corner beside the Philippine Flag, it’s about time we have one of that. During the roll call the following regions were present.
REGION 1 - Atty. Rex Alvin “RMG ARAB” Bilagot
REGION 2 - Engr. Tagumpay “RMG BULABOG” Santos
REGION 3 - Ronjie “RMG RONDA” Daquigan
REGION 4A - Tomas “FRMG TOMCAT” Abueg
REGION 4B - Edward “FRMG LEAF” Leviste
REGION 5 - Fiscal Romeo “RMG ISAROG” Tayo
REGION 6 - Glen “RMG HAWK” Domingo
REGION 7 - Douglas “SGF WILDUCK” Gorres

NCR - Capt. Vergilio “SGF CANCER” Fabe
And for National Founders Group Marilou “FRMG REIGN” Padilla attended on behalf of Founder Rogelio “FGBF ATONG” Attunaga its chairman
With only one (1) region not represented ARMM, GS Gringo being the chair, declares a quorum and call the NEC meeting into order. He conveyed his regret that the National Executive Vice President Col. Eduardo “SGF RED” Kapunan cannot attend due to some political and legal complications but expresses the latter’s full support to the proceedings. Going to the order of business the GS explained how the meeting will precede reading each proposed resolution and discussing them in brief before they decide on their course of action to each. The first item on the agenda is a resolution for the Deferment of the PGBI National election to year 2014. The rationale being our participation in the party list race on the year 2013 so as not to disrupt the national leadership in our target to elect our representative/s in congress and there having no objection, the resolution was approved.
The 2nd item was the resolution requiring representatives to NEC and Delegates to provide their own expenses for the succeeding NEC Meetings and National Conventions. FRMG Stago was concerned this may affect the attendance during such meetings and conventions. Even the GS was not sold to the idea and said there should not be a demarcation line between what the Regions can contribute and what the NHQ can provide. FRMG Leaf raised the issue that NHQ should have a periodic financial statement report that can be made available for reporting to the regions. GS Gringo agreed and address the matter to Fdr George saying this matter should be procedural, besides the matter of issuing financial statement has been raised before and this time around this should no longer be an issue. GS further stated that the NHQ should see to it that we are answerable to members, but emphasized that this responsibility should only be for legitimate members because in his term “ ang madalas na nag iingay ay yung mga hindi nagbabayad”. This resolution was deferred for further study.
The 3rd Item is the resolution for the PGBI to support and participate in GREEN GO, an environmental advocacy of the Senate. RMG ARAB and FRMG Comet subscribe to the idea because of the advocacy’s name which closely resembles the GS well know name- GRINGO and can be used for his intended campaign for 2013 election. The Grand Supremo however was quick to state that he would not want it to be about him, reminding everyone that he never forced the brotherhood to support him blindly but he would rather believe that we believe in his programs and advocacy. In strong words he stated “ Don’t let the brotherhood be used by me or any other politician” I believe he is trying to add – for their vested interest not in consonance with the principles of the brotherhood. Most of the representatives however are sold to the advocacy and have in fact been doing tree planting activities regularly in some areas. RMG Pialmer suggested including measures to gauge the accomplishment in the project. RMG Ronda added that the activity should be synchronized. The resolution gained unanimous approval.
The 4th Item is a resolution subjecting the PGBI CBL of 2009 to a referendum. The GS confirmed that the 2002 amended CBL is the one still in effect. It is because of the negative reaction to the 2009 CBL, RMG Pialmer asked if further amendment can be initiated and the GS responded to the affirmative. The resolution was deferred.
Item 5 and 6 was mainly concerning the PGBI preparation for the Party list and the selection of nominees, There were suggestions that nominees should have representation from Luzon, Visayas and Mindanao, RMG Isarog even hinted if other Faction can be considered as a sign of goodwill but many voiced their opposition The GS opined that there is a need to carefully address the matter and in spite of earlier preparations and perceived decisions, the GS find it necessary to create a committee to deal with the matter and appointed RMG Pialmer to chair that committee and giving him authority to select members of his committee. Fdr George reminded the GS of the time constraint and said that the lawyers are requesting the complete names of nominees before May 10, 2012, GS however asked Fdr George to request the lawyers for extension since the Comelec deadline is May 31st. The Grand Supremo affirms RMG Pialmer’s appointment thus overriding the proposed resolutions.
The next items are the proposed resolutions from PGBI Chapters the first one of which is the Election of an Overseas Chapters Representative, with this Grand Supremo requested FRMG Mel to orient the Council on how an overseas chapter operates. FRMG Mel who attended as Guest obliged citing his experience and their projects and accomplishments. FRMG Comet after hearing the account moved to authorize the Grand Supremo to appoint an interim Overseas Representative to the National Executive Council, the move was seconded by several members thus immediately the GS pound the gavel and appoints FRMG Mel to the position the latter being unaware of the hastily disposed resolution, appeared surprise when called to join the council’s table with applause from observers and NEC members.
On the next proposed resolution by BGBI regarding Mortuary Fund RMG Pialmer pointed out a number of concerns and clarificatory matters and the body defers the resolution until further study.
After the proposed agenda has been deliberated the Grand Supremo requested each member of the council to say whatever concerns or idea they may want to share.
FRMG Arab called on everyone to support our bid for the party list election and respond to the challenge.
FRMG Butchoy emphasize the need to step down to the grassroots know their pulse and cleanse the organization of corrupt leaders.
SGF WILDUCK promised full support to the party list and they have started informing far away chapters about this.
SGF BUDDY admit this is his 1st experience in the NEC, and recalled the problem the has befallen their region and to save the sinking ship as he termed it, he accepted the challenge and they are now once again gaining momentum and their Regional headquarter will soon be finished.
RMG HAWK encourage everyone to be true to what 1BRO stands for – Brotherhood for Reform and Oneness.
RMG JOSHUA – challenged everyone to take this chance and change or history by being united in supporting 1BRO-PGBI beyond the personalities chosen to become nominees.
RMG Isarog despite the problems due to squabble among leaders, he makes it appoint that during activities they see to it that their presences are not just on their behalf but the whole PGBI and our Grand Supremo.
FRMG Comet is looking forward to the re election of GS on 2013
FRMG Leaf‘s main concern is to develop new breed of national leaders and give them support.
SGF Predator expressed the difficulty they are encountering considering what his predecessors have done but he is facing the challenges and things are expected to be better.
FRMG Tomcat, also encourage everyone to stand together for 1BRO-PGBI while RMG Pialmer, who regarded himself as the councils devil advocate reported a good side and a bad side the good being how the CAR chapters originated from Bayang Pino and now with additional bayang (blank) chapters, they have also recognized the special need for our lady members so they have the LG (lady guardians) they are organizing a Muslim group adapting to their special cultural needs, and with that he ( is he considering this the bad part?) introduced the notion of Federalizing the regions so they can freely operate with minimum supervision (intervention) from NHQ.
RMG Ronda reported they are busy in organizing various sector like GUARDIANS youth and the Media Chapter.
FRMG Stago prides CARAGA being strong and will remain strong as PGBI with most of its Local Government officials being PGBI members
RMG Bulabog have also started to garner support for 1BRO PGBI and told the GS that its no longer matter if he visits the region or not, the phone patches is enough to reach out to their members.
SGF Cancer supports FRMG Leaf call for new breed of leaders and the appointment of an Overseas representative because many overseas chapter are bringing up their problem with NCR officers because of their proximity to the NHQ.
FRMG REIGN – reiterates the need for transparency and supports FRMG Leaf call for a periodic financial report.
Having heard everyone the Grand Supremo summarizes what he learned in the ongoing meeting from the accounts of the representatives. He said that the history of politics is temporary unity, that’s what make PGBI unique “Ang tagumpay ng ating samahan ay hindi nakabatay sa isang eleksyon” (he is probably referring to groups who are organized purposely to be used in politics or by politicians). The next point is the call for autonomy; maybe it’s about time to cater more to different needs of different areas overseas including. Next is looking down to the grassroots, our strength and unity lies on our weakest link Next is the need for new breed of leaders who are more dynamic who have the energy to go around their area of responsibility. Livelihood for our members should be one of the organizations primary concerns. All these notwithstanding he emphasized that everyone present has give their most important contribution – TIME, more than anything it is the time we have devoted to one another that binds us more and this time we should use to better serve GOD, our COUNTRY and our FAMILY.
With that, some petty matters and invitations to the Grand Supremo from various regions, are raised, hamburgers were served and I am fortunate to be one of the recipient of a souvenir shirt from RMG Myro with a print that says “I ( heart) Tacloban” I had to take a leak, then as I got back the meeting was being adjourned.
May 5, 2012 - 2nd Day (Provincial Auditorium, Batangas City)
As I arrive at the convergence place for NCR and Regions 1 to 3, buses and vans were already lined up for the caravan to the convention area. I exchanged handshakes and embraces with delegations from Region 1 on a Chavit Singson aircon bus, there was Sis Glo Region 1 chairwoman, the Mandaluyong Unified Chapters are also on another aircon bus, the group was headed by FGMF Wrecker and NCR Vice President RMG Buboy, RMG Ronda was there with Region 3 delegation and few more vans and cars far back can be seen, Bro Pete of GUBAT Chapter in Batangas was managing the traffic, I remembered him to be the owner of a resort we visited last year during the PGBI Luzon Gathering, I think more than my Pseudonym he remembered the bro with white mustache . With everything seemingly in place I decided to proceed ahead of the group, to the convention area.
Delegates are starting to trickle on the registration area as early as 7AM, some members of the secretariat looks exhausted seemingly for lack of sleep but I guess they had a good time and enjoyed the excitement with delegates the night before. Sis CJ was all by herself and told me her hubby Fdr. Mel (of Atimonan) cannot make it, just then I heard sounds of sirens and horns, the caravan has started to arrive.
The cool air-conditioning of the auditorium was a welcome relief from the scorching summer morning outside. RMG 3rd and Bro Rojo are busy setting up their computers for the secretariat set-up at the right side of the stage., Backstage was a cozy reception area, a clean comfort room with three cubicles on the right side and a dressing room on the left, I bumped into RMG James a kababayan who is the Provincial President of Aurora I was having a chat backstage with RMG Cobra a buddy from Bamboo Organ Chapter when Ms. Peachy (Sen. Honasan’s personal assistant) entered the reception area and thought GS Gringo must not be far behind He entered moments later and was met by RMG Ronda, as I shook the GS’s hands he quipped “Mabs” and I simply said “Sir”. The few people at the stage realizing his presence took the opportunity to have their pictures taken. I of course did the same with GS jokingly said “Okey dito naman sa Senior Citizen” ( I think I should already get rid of the beard and mustache, I’m only 57 mind you).
At the auditorium a few dozen have already come in, the word was- a long queue of delegates was held at the registration area. RMG Jun ( Region IV Vice President) and acting as the emcee announced that early birds will be given a treat because of the early arrival of the Grand Supremo, those inside can group themselves for the opportunity to shake hands, kiss, embrace and take pictures of and with the Grand Supremo before the NatCon program formally starts To entertain the uneasy crowd lining up for their turn Bro Jun almost sounded serious when he announced to the crowd the finally the Grand Supremo agreed to run with presidential aspirant Binay as his running mate and vice-president for the 2013 election to the applause of everyone in the auditorium. After a short pause he announced that the crowd in campaign sorties would shout. BI-HON, BI-HON, BI-HON. That immediately draws laughter and a grin from the Grand Supremo. As the picture taking progresses the hall started to fill its capacity and Ms. Peachy and Bro Jun were desperately trying to put order to an over eager crowd lining up for photo opportunity.
The NatCon has to proceed so the emcee asked everyone to take their places for the start of the 10th PGBI National Convention. Everyone was asked to stand up for the invocation led by FRMG Butchoy, followed by the singing of the National Anthem led by Sis Glo Managuira. Founder George called the roll where he inadvertently addressed SGF Cancer as Col. and I have to point to the newly appointed Overseas representative which he almost also inadvertently miss, after which the Grand Supremo banged his gavel declaring a quorum to signify the formal opening of the Convention. As the event was unfolding I was hoping that my cell phone battery could at least last until I have recorded GS’s welcome address.
In his welcome address the GS acknowledges his colleges in the Executive Committee (Council), the National Secretariat headed by FGBF George, and in spite of his absence the Executive Vice President SGF Red, the Vice President for Luzon RMG Arab and he mistakenly address FRMG Butchoy as SGF Vice-President for Mindanao.
This is the full text of GS’s address:

(END OF SPEECH)
After GS welcome address I figured the rest of the proceeding will be the reporting of what transpired the day earlier at the NEC meeting so I took time to go around the convention area hoping to meet some more familiar faces, the auditorium was full even the alleys were occupied, I went around to see if I can find a charger that fits my cell phone for I am running out of battery. I was not successful. As I went back RMG Toto president of the host region had just delivered his speech. At the backstage I saw FGNF Agila Rizal Founder Group Chairman and security detail for the Grand Supremo, and shook hands with him, two unfamiliar faces walked in then Senator Tito Sotto followed, I shook his hand and simply said “ welcome sir!” My damn cell phone died out on me and lost the opportunity to take pictures with him as he sat on a plastic chair waiting for his name to be called which did not take a minute. I heard applause as he appeared on the stage.
Listening to Tito Sen’s speech he narrated his close relationship with GS Gringo, he was telling the crowd GS called him earlier telling him “ Pare pasensya ka na at ginising kita ng maaga” to which his reply was, Pare kahit hating gabi o ano mang oras, pag kailangan mo ako babangon at babangon ako, at pag kailangan ako ng mga ka bro mo darating ako” to the delight of the crowd. The part of his speech that brought the house down was when he said. “Tinatanong ko nga sa pareng Greg ko kung kailan ako tatatakan” or something to that effect. I overheard somebody shouting “overdue na yan, sa Tarlac pa yan” referring to the same declaration GS made during the 9th NatCon at Tarlac City. To my mind I was thinking we just might have two PGBI Senators very soon, seems Tito Sen have seriously considered joining PGBI.
It was almost 11AM and I realized my leg is already hurting from walking to and fro, and up and down the stage, I decided to enjoy the comfortable sofa at the backstage, I can barely hear GS as he was delivering his closing remarks, I heard the loud applause as GS personal assistant told us “papaalis na sina Sir, huwag ninyo paakyatin mga tao punta sa backstage”.
With my buddy Bro Cobra we walked out of the backstage and position ourselves by the stage’s stairs, GS and Tito Sen and some NEC members proceeded to the backstage, we were informed that there is a special caucus at the senate in preparation to the resumption of the Impeachment case of CJ Corona and two senators have to catch up on that meeting. I sensed some bro and sis at the front of the auditorium were eager to take a peek at the backstage and probably take a change for photo opportunity, but we are blocking the stairs. Then I realized, what the heck, if they can have that rare opportunity let them have it, so we leave our post and told our bros “bahala na kayo sumingit”.
RMG Jun announced its lunch time and reminded everyone that at 3PM all will be moving to the venue for fellowship. We helped ourselves to the buffet at the side of the auditorium intended for the delegates and the rest of the contingent were having their own prepared lunch. The Convention ended speedily and everyone have lots of time to spare until 3PM, After eating, bros and sis are seen everywhere chatting, introducing themselves to one another taking souvenir pictures with delegations and new acquaintances. To my mind this is more fun than listening to speeches I only wish everyone can have that informal chit chat with the GS in some future time.
Going to the venue for fellowship, we hitch a ride at Bro Pete’s car with Founder Arkangel both of GUBAT Chapter (GUBAT actually stands for GUARDIANS BATangas). Bro and sis are gathered in tiny groups, awaiting for the chairs and tables, I met few more acquaintaces, RMG Regie , the Provincial President. Of Cavite, with Fdr Gabby their Fdrs Group Chairman who I learned was celebrating his birthday. Fdr Tomcat I was told have started taking shots of Empee Lights on their bus. FGNF Boy of Banjoram chapter prob’ly thought I am still with the Education Committee and asked if I could give orientation on one of their markings, who could refuse a brother, I gave him my card. I saw the group of SGF Buddy Estudillo and they were looking for someone to accompany them to where they can buy the famous Batangas balisong , a nice souvenir item. I approached the NCR group all in red, and ask if they have seen SGF Cancer, I was told they are in a beach with Makati and Mandaluyong group, FGGF Sniper just arrived with his wife and kid and told me they will take the opportunity to be at a beach or a resort after the fellowship as he handed to me a feeler for a dart tournament sponsored by PGBI Makati so I can help disseminate the event.
Some people are already getting restless eager to start the program, good thing Senate chapter’s Bro Drake have with him their band and asked them to set up their instruments and play for the group while waiting for the regular band. We took some bottle of empee and started our own session slumped on a corner of the pavilion. A young generation of musician took the stage and played nice music but the music of their generation don’t seem to empress a crowd of seniors. They can’t seem to understand what. “Boom boroom boom boom boroom boom boom boroom bom baby,” seems to convey, RMG Ronda approached the band and inquire if they can play Tatsulok for him to sing, he was unlucky. The first batch of tables and chair was delivered and we set up a more comfortable space, bottles of empees are continuously being emptied and the regular band finally arrived. The bank played older songs so the atmosphere is getting more upbeat.
FRMG Butchoy took the microphone and asked all the ladies (sis) to go to the center of the pavilion, then to the tune of a cha cha asked them to get their male partners, Sis Glo of Region 1 took Bro Choi- Chairman of Education committee and the later reluctantly obliged, I was having a good laugh when Bro Choi pointed at me and Sis Glo took me from my seat, and find myself desperately trying to rhyme my steps with that of Fdr Butchoy while trying to prevent the content of the plastic cup I am holding to spill on every turn. I can declare with all honesty that dancing with FRMG Butchoy literally took my breath away. I swear I could have collapsed being that exhausted. After having recomposed myself I make a round to see if I miss shaking hand with bro or sis that I have come to know. RMG Ronda announced that he is giving a price to whoever could produce a dilapidated PGBI ID, I quickly remembered I have one in my pocket intended for replacement, me and another bro shared the 500 pesos price. RMG Big Mama sang a nice rendition of Hanggang sa Dulo ng Walang Hangan. His big baritone voice fits the song well. A bro from Mindoro sang his own composition, a song about his home province, it’s quite good also.Just as everyone is starting to enjoy and getting in high spirit, I had to bid goodbye, I was being asked to stay until the next day but we have to be home for our town fiesta the next day. I am leaving with a another new experience and stories to tell of how good it is to be a PGBI GUARDIANS, of being part of an event where you can share your antics, your jokes however corny, your shirt, your embrace, your handshake, your true self, without inhibitions, without pretense, because you feel you belong to a family. For once in a while you forget your disappointments, your chapter problems, your issues with fellow GUARDIANS, your overdue contributions and just think of enjoying the moment with brothers you can only see on his Face book account, Our organizational issues will not be solved in a single convention not even in series of conventions, we need it to continue to learn, to continue to grow, to continue to be strong and committed to our principles. So to those of you whom I have touched, the many faces that I have failed to recognize and to those of you who have prayed for the success of the 10th National Convention of Philippine GUARDIANS Brotherhood, Incorporated (PGBI). MARAMING SALAMAT AT KAYO’Y AMING NAKAPILING KAHIT SA IISANG DIWA MAN LAMANG. MABUHAY ANG 1BRO-PGBI. (RMG MABS, Bamboo Organ Chapter, Las Pinas)
Bamboo Chapter, Las Pinas, Metro Manila. What moral and legal right does PGBI have to represent the GUARDIANS Sector?
The Philippine Party list system as provide in Republic Act 7941 was created so that the marginalized or underrepresented sector of our society will be afforded proper representation in congress which are otherwise dominated by big political parties with big political machinery. So that a sectoral organization such as ours which is a group of qualified voters bound together by similar physical attributes or characteristics, or by employment, interests or concerns, can have their voice in Congress.
Unfortunately, the party list system was swarmed with opportunist and interest groups who have created organizations existing only in papers and in the figment of their malicious imagination. Imagine Ang Galing Pinoy –the party list of security guards represented by Mikey Arroyo who may not even own a security agency much less been a security guard himself. Big time traditional politicians have seen an opportunity to use the technicalities loopholes of the law to deprive legitimate sectoral group of proper representation.
In the 2004 election the PGBI first participated in the party list race. Our chairman president was then the head of security of then presidential contender FPJ, we could have won that election but because of vote manipulation in the various part of the country most rampantly in Mindanao, our votes together with that of FPJ was never counted. People who were then responsible among which are, Gloria Macapagal Arroyo, the First Gentleman, former COMELEC Chairman Abalos are now being tried for electoral sabotage.
In 2007 in spite of our manifestation for deferment the COMELEC declared zero votes for PGBI that in 2010 we were delisted from registered party list organization and we have to plead our case to the Supreme Court who decided and see the legal basis for restoring our party list from the list of accredited organization by the COMELEC and because of the failure of the COMELEC to comply with the order of Supreme Court the COMELEC in an en banc resolution G.R.190529 dated March 22, 2011 was cited for contempt. This year an en banc resolution of the COMELEC provides for restoration of 1Bro-Philippine GUARDIANS Brotherhood, Inc (PGBI) as a duly accredited party list organization.
The PGBI is a living and active organization, with chapters nationwide and overseas with continuing activities in the performance of its commitment to its country and people, with yearly convention to assess its accomplishments and shortcomings. With an office for its organizational transaction, with duly elected National, Regional, Provincial and Local Officers. With members bound by common interest to uplift its dignity and that of the society. Unlike other organizations who are created for the sole purpose of gaining congressional seat thru the party list system, the PGBI after three elections, have sacrificed a lot.
We maintain the GUARDIANS organization have made the effort to unify themselves from factionalized group into one cohesive organization under one Constitution and By-Laws. The PGBI became that organization and never took a step backward and it continues to exist as a strong organization despite of several setbacks we will continue to embrace all marked brothers and sisters as our own even if they have disowned us. We remain committed to our Constitution and By Laws, the rule of law, and the bond of BROTHERHOOD. (Written by RMG Mabs of Bamboo Chapter, Las Pinas, Metro Manila)

JEDDAH, SAUDI ARABIA. April 05, 2011. During the recent visit of Philippine Vice-President, H.E. Jejomar C. Binay and his party at the Philippine Consulate in Jeddah last Monday, Overseas Filipino Workers and other Filipino Organizations gathered together and welcomed him.
VP Binay, a known PGBI Member acknowledged the presence of his PGBI brothers and sisters who sports in green-color uniforms. He appreciated the presence of PGBI as he told the gathering that this is the organization that always assisting him during field visits where ever hhe go around the country and to other overseas countries. The acknowledgement denies the continuing character-assasinations of splinter groups within the kingdom.
The Regional President however encouraged his brothers and sisters to safeguard themselves. the organization as he keep on showing impressive and successful activities of the organization. He advised to "avoid and/or refrain from talking with strangers". However, to provide the proper dosage of their own, he told his new members to be aware with these mischievous sprites as they are talking senseless and without basis.
Addressing the needs, Arch Ramon “MG Cruiser” R. Zamora volunteered to conduct the Photoshop Basics technical seminar for two(2) Fridays held at Hotel Sofitel from 7Am to 5 PM. Assisted by his wife, a PGBI member, Sis Lucille “MG Bulgari” Zamora. Some 20 participants, attendees graduated with excellent gained knowledge.
It is important for the President to keep in mind that successful leadership begins with the way you interact with your members at the organization. You can help your members succeed in the organization by creating a supportive environment for them to study in - one that has plenty of activities, is quiet and ideally close enough to you that they can easily ask you questions when they arise.
Most of the time, collaboration, strategic alliance and proper bonding are terms not to be taken lightly as they represent more power than you realize in helping our PGBI organization to grow. These terms have been so misused over the last several years that I find the trend very discouraging. Alliances, done correctly, will deliver tremendous value to all concerned.
Too many organizations never get past this first activity but PGBI successfully does.
